To meet the conditions of joining the global supply chain, which requires businesses to invest in technology and perfect quality management system. Accordingly, human resources to operate system is the deciding factor. The study results show that human resources are not satisfy to demand of standardized manufacturing operation system due to lack of cohesion between training institutions and industrial production. While, Ho Chi Minh city has not a clear model demonstrating links between enterprises and training institutions in human resource supporting industries training. To promote the links, need to promote the bridging role of the Associations, establish incentives, and the State assumed the role of coordinating the linkages.
